>> cheering and chanting today in santa cruz. a large group of students demand a cost of living pay increase. students say they have a will the of responsibility and deserve to be paid for it. they're staging a wildcat strike demanding higher wages to be able to afford the high cost of rent. until they get it they are with holding students final grades. >> thank you for joining us. live in santa cruz. >> good evening. we just left that reallily on campus. one of a number taking place there over the last -- >> their demands chanted loud and clear. anger and frustration too.

dozens of graduate students rally on campus demanding a 1,400 plus a month raise or they won't hand in grades as part of the duties as teacher assistant. they're due on december 18. many here say they can't afford not to go on strike. >> i would say 70% of my monthly wages are to rent. which is bleak. when you see after paying bills and stuff you have to feed yourself and your child. >> my savings will be gone by the time i'm done. many of my friends most of my friends struggle. we almost all have other means of income. >> in a strongly worded statement they warned the students are in violation of the contract. academic student employees can engage in a strike and with holding grades or deleting them from the system could be in violation of federal law.

>> we understand they're frustrated and angry. we want to support them and talk through it. this is illegal it doesn't bring closer to a resolution. >> the problem is not the contract. it's a long history of exploitation by the university. of saying we're going to pay you enough money to live here. we're not looking for large salaries. we want to make rent to buy food. support lives. >> students on strike could face penalties including termination. the university telling us they don't want it to come to that. they want to talk through the problem. preferably before the end of the fall term. >> all right. thank you. put a building a better bay area is making it more affordable to do business here. that issue is driving out one of the biggest conventions. it signed a three year deal to move the open world conference

from san francisco to las vegas. according to the report they blame skyrocketing prices and street conditions. for the move. today mayor acknowledged the problems need to be addressed. she doesn't believe oracle's decision will lead other conventions to leave. >> san francisco is such an amazing city. and people talk about the challenges. but they also talk about the fact they love san francisco. they love the restaurants and the shopping. it's one of the most beautiful cities in the world. >> it will cost san francisco $64 million a year. that is according to the city tourism bureau. it began in 1997 and draws 60,000 people a year. >> what's happening is another example of how hard it quarterback to keep businesses in san francisc. what the city is doing to help small business. >> you have seen this before. spaces that remain empty for

years because people can't afford to rent them. that means the city isn't collecting some taxes. it also has an impact on local businesses because people won't come here. >> here's a question, businesses in san francisco has been asking themselves for several years. >> how can businesses survive? >> they don't. >> a boutique on union street. the store owner rent went up 85% last year and the bomb shell. >> they gave me a year and said it's going to be another 200% increase. if i stay longer. >> after had 42 yores she is closing her shop. what would she tell the mayor. >> we should have some sort of restriction. on the rent control. for commercial space. >> here's the mayors response. >> while we can't control what a

landlord charges. we do have some controls over how we eliminate some of the fees and provide rebaits and support and grant opportunities to small businesses. >> the reality is that san francisco imposes a lot of fees on small businesses. fees sometimes already charged by the state. one of the members of the small business commission confirmed it. >> we in san francisco have more fees for small businesses. than probably anywhere else? >> oh yeah. >> the fees pay to agencies like the health department and public works. add up to $2,000 a year. what can be done? >> do the hard work of identifying which ones aren't relevant anymore. which can can we get rid of. >> they have the legacy business program. landlords may qualify to receive up to $22,000 from the city. to help supplement the price of the rent. a business must be at least 30 years and agree to sign a ten

grand theft and carjacking. >> three people suing the county. they claim emergency service officials failed to properly warn residents in the path of tubs fire. of the lawsuit claims the county should have better predict td the fire path. based upon what happened with the similar wild fire in the 1960s. also reports the plaintiffs accuse the county of failing to alert residents by cell phone. one supervisor believes they should be immune to liability. because of state laws that protect public entities. >> at least one dog is still missing following the recovery of 25 pups found in a stolen van. it was transporting the animals when it was stolen yesterday. hours later police found the van. and the dogs in oakland. >> he is a reddish brown color. with hazel eyes.

and white markings. >> it's been 24 hours since the stolen van filled with dogs was found in oakland. her pup is still missing. >> this morning we found out from oakland animal services that our puppy was not recovered. >> she lives in washington. this three month old bulldog they already named. was one of two dozen dogs transferred in the van. he was one of a few of the dogs not a rescue. >> we found one from a breeder in kansas. we have been waiting a while for him to be born. >> on monday police recovered the van stolen over night in fremont by tracking the movements. >> we were able to ping the van. and the location. >> oakland police arrested the alleged thief and rescued 24 dogs along with the van. a few dogs remain missing. police said it appeared the suspect may have tried to sell
